Does the boat have to come out of the water for a survey?
For a thorough survey, yes. An in-water inspection covers the deck, the interior and the engine room; it can say nothing about the underwater hull, keel, skin fittings, shaft or propeller. Moisture readings also require a dry hull.
Why it works this way
Saving the haul-out cost on a serious purchase means deciding without seeing the most expensive items on the boat. It is the one economy that reliably costs more than it saves.
